MinutesANC 3B January 13, 2000 Present Commissioner Breeden
Commissioner Mizerek opened the meeting at 7:35pm Sgt. Brown stated that New Years Eve went off without any major problems. Crime in 2nd District is down 63.64% in PSA 205, 44.44% in PSA204 and 54.5% in PSA 203 Commissioner Ritzenberg asked that members of 2D watch for people going the wrong way on Cathedral Avenue. She also asked if parking was allowed on the lower end of Cathedral Avenue by New Mexico Avenue. Officer Caldwell will check and get back to the ANC. Sgt. Brown stated that the 2nd District had a new Commander, Peter Newsham. Commander Newsham wants to increase traffic and parking enforcement. A member of the audience stated that Glover Park was promised the use of the Smart Machine to identifying speeding on Tunlaw Road. Sgt. Brown stated that he would see what he could do to get the machine to Tunlaw Road. Commissioner Breeden stated that several new parking signs were stolen or removed over the past few weeks. Sgt. Brown stated that the ANC should contact Crime Solvers to see if they would work with the ANC to develop a reward. Sgt. Brown stated that the 2nd District is getting new police cars in the next few months. Approval of December 9, 1999 Minutes A motion was made, seconded and passed (5-0-0) Approval of December 9, 1999 expense report A motion was made, seconded, and passed (5-0-0) Approval of October, November, and December 1999 Quarterly Report A motion was made, seconded, and passed (5-0-0) to submit the 4th quarter 1999 Auditor report with the approved minutes to be forwarded under separate cover after the February 10, 2000 ANC 3B meeting. Mr. DeVol of DeVol's Funeral Home stated that he contacted Mr. Johnson in the Permit division of the Department of Consumer and Regulatory Affairs. Mr. DeVol was told that the permit for the new CVS store was not public information. Mr. DeVol stated that his business would strongly object to the placement of the loading dock next to his entrance. Commissioner Breeden stated that at the January meeting of the Glover Park Citizens Association (GPCA), most members supported keeping the Moratorium but for a shorter period of time. A vote was taken at the November meeting to extend the moratorium for two years. At the January meeting of GPCA, a discussion was held with regard to the amount of work and time that is involved in presenting the Moratorium to the Alcohol and Beverage Control Board. She stated that due to parliamentary regulations, the members of GPCA would introduce a motion at the February meeting to reconsider how long the renewed moratorium should be and the would like to be in agreement with the position of the ANC. Commissioner Breeden stated that she felt the consensus of the neighborhood was to go for a three year Moratorium with an exception for a class DR license that would allow restaurants to serve beer and wine. Commissioner Procida had no objections to Commissioner Breeden's proposal. Commissioner Lively stated that he felt it should be for two years so the ANC and the GPCA would be in agreement. Commissioner Mizerek stated that the ANC needed to vote at the January meeting so that, if a Moratorium was to continue, the paperwork process needed to get under way. Commissioner Breeden proposed that the ANC extend the Moratorium for three years with the exception of Restaurant Class DR beer and wine permits. A motion was made, seconded and passed (5-0-0). Commissioner Breeden stated that there are 5 bills before the City Council with regard to the structure of the DC School Board. She stated that the Appleseed Group issued a comprehensive study of the current state of the School Board. June Kress, a director for St. Luke's Shelter made a presentation on the program that the shelter runs for homeless men. 95% of the budget for the programs that the shelter offers come from individual donations. The shelter operates year round from 6:00pm to 7:00 am. The primary goal of the shelter is to assist men in becoming employed and self-sufficient. Ms. Kress asked that if any members of the community had special skills that would further the goal of the shelter, St. Luke's welcome them. A motion was made, seconded and passed (5-0-0) to keep the same slate of officers: Monica Mizerek Chair Ann Lloyd Breeden Vice-Chair Toni Ritzenberg Secretary Richard Procida Treasurer A member of Councilmember Brazil's office stated that the new 311 non-emergency number is now in operation. This number is to be used to request police assistance that is not life threatening. Acceptance of Computer from the City Council for ANC 3B uses A motion was made, seconded and passed (5-0-0). Nomination of Anne Mohkern Renshaw, ANC 3G03 to the Board of Zoning Adjustment A motion was made, seconded and passed (5-0-0). The meeting was adjourned at 9:40.
