Commissioner Mizerek opened the meeting at 7:30pm
POLICE REPORT Sgt. Brown stated that the Smart machine has gone back to the repair shop and will be fixed and returned to the same area but moved away from the stop sign and place on the 37th Street hill. Sgt. Brown stated that 20 tickets had been issued for Reciprocity Parking (RPP) violations.
Commissioner Ritzenberg stated that cars are going the wrong way on Cathedral Avenue and asked that the police look out for violators. The construction is to be completed in approximately two weeks and until then the Department of Public Works (DPW) is allowing cars to park in areas that are not normally parking spaces.
Commissioner Breeden asked what was the status of having a tow truck assigned to the Second District for the removal of RPP violations. Sgt. Brown did not know.

Report on Testimony before
the City Council hearing on the proposed budget for Department of Consumer
and Regulatory Affairs (DCRA) Commissioner Breeden
stated that issues raised by a panel of ANC commissioners were: issuing
building permits without notifying the affected ANC; Alcohol and Beverage
Control inspectors and regulation enforcement; inspection of buildings
while under construction; lack of information from DCRA on the issuing
of permits; and staff members of DCRA not being able to find documents
in DCRA office.
Commissioner Breeden stated that she felt the Mr. Jorden,
Director of DCRA was not responsive to any of these concerns.
OLD BUSINESS CVS Milt Grossman stated that
he had no new information on the enforcement of restrictions relating
to using the loading dock.

Dove Florist Building Steven Lovine, owner of the
Dove Building stated that the units would remain office spaces and not
be used to house students of Georgetown University.
PRESENTATION OF MAYORS BUDGET Keith Cross, Director of Employment
Services, presented information on the Mayors Budget for FY 2001.
He stated that the budget for DC Public Schools would increase
30%. Two Million Dollars
will be directed toward neighborhood clean up programs. 24 new Housing
Inspectors will be funded for DCRA.
Commissioner Breeden stated that more Parking Enforcement
Personal need to be funded and that DPW needs more inspectors. She also
stated that there is no increase in funding for ANC’s.
Commissioner Lively stated that the ANC Assembly as
a Whole passed a resolution requesting that each ANC receive funding for
one full time staff person.
PRESENTATION OF SENTENCING
REFORM LEGISLATION Councilmember Harold Brazil
stated that the Federally mandated guidelines require the District of
Columbia to enact a law by August 5, 2000 that require Judges give a set
term of years when sentencing criminals.
The new legislation will get rid of the current system of sentencing
criminals to a range of years.

NEW BUSINESS Commissioner Breeden presented a resolution requesting the installation of turn signals for both North and South bound traffic on Wisconsin Avenue turning on to Calvert Street.
